WHAT IS A CAREER LADDER?

A career ladder may be defined as a position’s expected non-competitive grade progression to an identified target full-performance level in a line of work (vs. “full promotion potential”).

Current career ladders throughout U.S. EPA Region 5 exist across a range of grade levels from GS-5 for some clerical positions, to GS-13 for some professional and administrative positions, to GS-15 for some supervisory positions (non-bargainin unit).
